The No Child Left Behind act requires that, in order for states to receive federal funding, all teachers must be "highly qualified" as defined in the law by the end of the 2006-07 school year.<ref>(nd) Original deadline of 2005-06 extended, see Letter from Secretary. Retrieved 6/8/07.</ref> A highly qualified teacher is one who has (1) fulfilled the state's certification and licensing requirements, (2) obtained at least a bachelor's degree, and (3) demonstrated subject matter expertise. The procedure for demonstrating subject matter knowledge depends on a teacher's tenure and level of instruction.
For those who are new to the profession (less than one year of experience):
- Elementary teachers must pass a state test demonstrating their subject knowledge and teaching skills in reading/language arts, writing, mathematics and other areas of basic elementary school curricula.
- Middle and high school teachers must demonstrate a high level of competency in each academic subject area they teach. Such demonstration can occur either through passage of a rigorous state academic subject test or successful completion of an undergraduate major, a graduate degree, coursework equivalent to an undergraduate major, or an advanced certification or credentialing
Experienced teachers can satisfy the subject matter requirement in the same manner as new teachers or demonstrate subject knowledge through a state-determined high objective uniform state standard of evaluation (HOUSSE). Yes, it is the responsibility of the parents, teachers and the teaching and learning environmental surroundings around us.
And it starts the moment when the baby arrives...the formation of love, emotional well being and the understanding all start the moment the baby comes!
This is the first lesson for the baby to begin life..learning to love and be loved as the little entity finds comforts and rest WITHIN a peaceful surrounding.
As parents we need to provide that environment for the baby to grow up ..learning to trust and to heed, then to obey the voice the parents..the first six formative years solely remained the divine given responsibility of every parent. A nursing maid or someone else is never the ideal environment for the baby to grow with..
Cultivating family values intrinsic in our society are all learnt, they don't come naturally! Respect is learn when a child knows how to address the elders as "uncles" and "aunties". In order to be respected in life, one need to respect others!
(I beg to differ the stranger who later becomes the child's silent enemy is a fear which our kiasu society
had taken upon that is on the negative!)
Then as the child develops and learn the surrounding as how to talk and walk, then it's time to send the little fellow to the K1, K2 or the kindergarten environment to relate to others and their peers. Perhaps the little one will develop friendship, and it the joy of learning in the learning environment that must come with fun in the things they enjoy to learn and to do..late such skills help them to acquire more different and difficult tasks as our Primary & Secondary schools demands are pretty tough for anyone in Singapore!
College education is not just to acquire skills to be successful in our society, it's the minimum education for anyone who want to fully develop the mind to the greatest potential! How would anyone learn to do those basic knowledge to categorize, differentiate, and discern with understanding>How can a person experience without the mooting of adult skills and such skills for life and work without a college education today?

Perhaps far more urgent is to incalculate some core moral values and personal principle with a worldview in line with multi-cultural context and understanding of our roots along with true history among Singaporeans. 6 years of Primary School education.
4 years of Secondary School education (although the Through Train scheme has been implemented in select schools, Secondary School education still lasts 4 years).
2 years of Junior College education, or, 3 years of Polytechnic education.
TTT (or Thesmartee Throughout Trainscheme) is available in some elite schools (e.g The Raffles Programme in RI and RGS and the Hwa Chong IP in Hwa Chong Institution and Nanyang Girls' High), whereby the student goes directly to Junior College without taking the GCE O levels. This means he/she completes 4 years of Secondary School education, before moving on to the next tier. This frees time to work on projects and broaden the depth of study. The student may take the International Baccalaureate (IB) instead.
There are 5 polytechnics: Singapore Polytechnic, Ngee Ann Polytechnic, Nanyang Polytechnic, Temasek Polytechnic, Republic Polytechnic.
There are 4 major local universities: SMU (Singapore Management University), NTU (Nanyang Technological University), (National University of Singapore) and the recently established (as of 2005) UniSIM (Singapore Institute of Management University). also UNSW here (University of New South Wales just started and closing down -due to lack of enrolment)

Parents in Singapore take a serious view towards getting a good education for their child. They queue up the first day to enroll and make sure to get a place for the kids in the kindergarden K1 then continued to Primary schooling.
- Some parent moved to new location in order to achieve their goal of find a good school- just in the Saga of the Mother of Mencius. She moved many times to find the right ideal place, and when her son was disinterested in studies, she cut up<destroyed> all her labors in the many hours of weaving silk cloth! The son< Mencius > never could have forgotten his first early lesson from his concerned Mother!
WE as parents lived in an excellent community where the good schools are in the close vicinity of our growing children. Our three kids <young adults> had the best of what Singaporean could afford - an excellent system for education. All of our kids had AMK Methodist Kindergarten K1 &2 , then Ai Tong Primary School and further on to some of the special Secondary schools < St. Nicholas Girls, Presbyterian High> and to date, they all have just graduated with good results form Oversea college, NUS and Tamasek.
So what’s my point here: my advice simply "start early and get them into good Primary schools where they can cultivate and acquire good learning habits!
Personally I had never nag or push all our kids to study hard, they naturally want to learn!
- That we are thankful and God blessed them with good learning skills and desires to do well! However, we as parents determine their learning environments!
